How to build a GM 350 Crate Engine up to 400HP?

I've got a 92 Camaro RS, and I've decided to up the power a little bit. I've got about $2000 after I buy the engine, so what can I do to get the engine to 400 HP? Any input is appreciated!

(Please don't tell me to get a 383/454)

You can put a pair of factory Vortec heads on a 350 even with a conservative cam and make 400 hp. Dead calm idling hp, at that.
It's not difficult.
