Where can I find a free 2D game engine for creating RPG style games?

I want to create games like Zelda/Ultima IV/Final Fantasy but I want to be able to create my own skills/classes/terrain. I prefer a 2D tile type engine that doesn't require programming skills but if I wanted to I could program new things into it such
Go to http://gamemaker.nl/ You don't need to know programming but you should read the tutorials. It is free but you can pay for more stuff.
