Why do some cars electric cooling fans turn on when you start the car?

I noticed that a co-workers Mazda 323 when started the cooling fan comes on right away even thought the car has been siting for 8 hours and is stone cold Austin. Why is this? And why do some cars electric cooling fans stay on after the car has been shut
