Is a car fan supposed to turn on right when you turn the car on?

My fan in my car doesn't come on when you crank up the car and let it run.I assumed it would only come on if the car started to get hot,but my PawPaw said that it should come on anyways.I would like to know because I just bought this car and want to make

the fan is contolled by a temperature switch on the engine, when it reaches a certain temp it will turn the fan on.
